Windows 365 or Azure Virtual Desktop
One is a fixed price per user, the other is infrastructure you run. The choice is about who you want owning capacity planning.

The real difference is operational, not technical
Both give a user a Windows desktop in Azure. Windows 365 is a Cloud PC at a fixed monthly price per user, assigned like a licence. Azure Virtual Desktop is infrastructure: you size host pools, manage images, and pay Azure consumption.
So the question is not which is more capable. AVD is more capable. The question is whether you want a predictable per-user bill and almost no capacity work, or lower potential cost in exchange for owning the scaling.

Both integrate with Intune and Conditional Access, so the security model is broadly the same either way.
Where the cost crossover sits
AVD with multi-session hosts and aggressive autoscaling is usually cheaper for a large population that works predictable hours, because you switch capacity off overnight. It is usually more expensive for a small population, or for shift work with no quiet period, because the hosts stay on.
Windows 365 wins on total cost more often than people expect once you price the engineering time that AVD scaling actually requires.
The verdict
Windows 365 for most organisations under a few hundred desktops
Predictable cost, no capacity engineering, and the security controls are the same. The saving from AVD rarely covers the operational effort at that size.
Azure Virtual Desktop
The right answer at scale, with predictable working hours, or when you need multi-session or a genuinely custom image pipeline.
Skip both if the actual requirement is access to two applications. Publishing those through Entra Private Access or a browser is far cheaper than giving everyone a second desktop.
